The Finance Departments (Bureaus), Development and Reform Commissions, Energy Bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government, the Finance Bureau and Development and Reform Commission of Xinjiang Production and Construction Corps, the State Grid Corporation of China, and China Southern Power Grid Corporation:
In order to promote the high-quality development of renewable energy, in January 2020, the Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration issued "Several Opinions on Promoting the Healthy Development of Non-aqueous Renewable Energy Power Generation" (Caijian [2020] No. 4, Hereinafter referred to as Circular 4), it clarifies the settlement rules for the additional subsidy funds (hereinafter referred to as the subsidy funds) for renewable energy electricity prices. In order to further clarify relevant policies and stabilize industry expectations, the supplementary notice regarding the subsidy funds is hereby provided as follows:
1. Reasonable utilization hours of the project
   Circular 4 clearly stipulates that the central government subsidy funds for renewable energy power generation projects shall be approved according to the reasonable utilization hours. In order to ensure the reasonable return of stock projects, based on factors such as the number of power generation hours in the entire life cycle when the electricity price is approved, the reasonable utilization hours of the entire life cycle of various projects are determined as follows:
   (1) The reasonable utilization hours of the whole life cycle of the first, second, third, and fourth type wind power resource area projects are 48,000 hours, 44,000 hours, 40,000 hours and 36,000 hours respectively. The reasonable utilization hours of offshore wind power throughout the life cycle are 52,000 hours.
   (2) The reasonable utilization hours of the whole life cycle of photovoltaic power generation projects in the first, second and third category resource areas are 32,000 hours, 26,000 hours and 22,000 hours. The number of reasonable utilization hours for the full life cycle of the photovoltaic leader base project and 2019 and 2020 bidding projects determined by the state will be increased by 10% on the basis of the hours in the resource area.
   (3) Biomass power generation projects, including agriculture and forestry biomass power generation, waste incineration power generation and biogas power generation projects, with a total life cycle of 82,500 hours of reasonable utilization.
2. Project subsidy electricity
    Subsidized electricity during the entire life cycle of the project = project capacity × the number of reasonable utilization hours during the entire life cycle of the project Among them, the project capacity is subject to the capacity determined at the time of approval (filing). If the actual capacity of the project is less than the approved (recorded) capacity, the actual capacity shall prevail.
3. Subsidy standards
In accordance with the "Administrative Measures for Renewable Energy Electricity Price Additional Subsidy Funds" (Caijian [2020] No. 5, hereinafter referred to as No. 5), projects included in the scope of the renewable energy power generation subsidy list shall be The on-grid electricity price is subsidized, and the subsidy standard = (renewable energy benchmark on-grid electricity price (including on-grid electricity price determined through bidding and other competitive methods)-local coal-fired power generation benchmark price)/(1+applicable value-added tax rate).
   When the number of hours of reasonable utilization in the whole life cycle of the project is not exceeded, subsidies will be given according to the actual power generation of the renewable energy power generation project in the year.
   Projects that are included in the scope of the renewable energy power generation subsidy list in accordance with the provisions of Circular 5, and the power generation exceeds the full life cycle subsidy power part, no longer enjoy the central fiscal subsidy funds, and the green certificate is issued to allow participation in the green certificate transaction.
According to Circular 5, projects included in the scope of the renewable energy power generation subsidy list, wind power and photovoltaic power generation projects 20 years from the date of grid connection, biomass power generation projects 15 years from the date of grid connection, regardless of whether the project Reaching the full life cycle of subsidized electricity, no longer enjoying the central government subsidy funds, and issuing green certificates to allow participation in green certificate transactions.
Fourth, strengthen project verification
   The National Development and Reform Commission, the National Energy Administration, and the Ministry of Finance will organize inspections of the subsidy projects. Among them, the price authority is responsible for verifying the determination and implementation of electricity prices; power grid companies are responsible for verifying project approval (recording) and capacity, and the energy authority is responsible for formulating relevant verification standards; the financial authority is responsible for verifying subsidies.
Grid companies should establish information-based data platforms to continuously monitor the installed capacity, power generation, utilization hours and other operating conditions of connected renewable energy power generation projects, and track and analyze electricity bills and subsidy settlements to ensure that the project information is true and effective and conforms to the state Established price, project and subsidy management methods.
   (1) When the project is included in the list of renewable energy power generation subsidies, the project owner shall declare the actual capacity of the project. If the declared capacity is found to be inconsistent with the actual capacity during the verification, the subsidy funds will be reduced by 2 times the non-conforming capacity.
   (2) Grid companies should redeem subsidy funds in accordance with the determined project subsidy power and subsidy standards. If an over-standard allocation is found during the verification, the power grid enterprise shall bear it.
